  • Open access at the California community colleges is defined in the California Code of Regulations, Title 5, § 51006(a). (Follow directions given above.)
  • Authorized categories for state-supported noncredit education are set forth in the California Education Code, § 84757. (Click next to Education Code and type in the section number.)

    • The Chancellor's Office put together a Briefing Book on the California Community Colleges for Gov. Schwarzenegger's Administration. See Section I.B. iv and v for information about Basic Skills Instruction and Noncredit Education, with reference to relevant reports.

  • The Board of Governors Agenda item on Non-Credit Education, A Portal to the Future, was distributed and discussed at their regular meeting on January 11-12, 2005 as Item 7.1. Topsy's note: there is a lot of detail in this report about the goals of Adult Ed, ESL, and authorization and funding paths for each. Same document in Word.
  • The Chancellor's Office has a RFB (Request for Bid) dated 1/18/05 out for a new study of adult education in California and the community colleges. Excerpts:

    "The Chancellor’s Office has the responsibility for all curriculum review and approval and has a long-standing relationship with the U.S. Department of Education and the California Department of Education to work toward the effective integration and coordination of career technical education with academics and other instructional systems within the community college system. The current State Plan for Vocational and Technical Education has provisions to enhance a fully articulated curriculum and services. By improving the linkages among noncredit adult education, career technical education, general education and other modes of instruction it will help to provide a continuum of articulated curriculum, improve student matriculation and retention, help special population students to achieve their educational and career goals, and assist the community colleges to achieve their student performance outcomes."

    "This is a one-time only project that will use a team of highly skilled professional facilitators, researchers, and strategic/logistical planners required to expedite the work to advance system improvements to noncredit adult education. The project team is expected to be highly adept at multi-tasking and designing research-based statewide advisory/input structures as well as to work under short-timelines to prepare the necessary documents to bring noncredit adult education guidelines, policies and practices up-to-date and aligned with other community college instructional systems."
